The types proceedings permitted to be heard in person in Phase Four include child support/permanency proceedings; plea and sentencing proceedings for defendants at liberty; felony criminal proceedings for defendants being held in jail; superior civil court appearances in which at least one party is self-represented; arraignments of defendants who have been issued desk appearance tickets; and a limited number of civil bench trials.
